History

1950 Inauguration of agricultural Department-of-Public-Works
Inauguration of the land reclamation part of the Kyushu National Agricultural Experiment Stations
1959 Inauguration of experiment training room a farmland office Construction Department
1961 National Research Institute of Agricultural Engineering (NRIAE) is established under the MAF in Hiratsuka City, Kanagawa Prefecture to take over and combine the above three organizations.
1977 NRIAE relocated from Hiratsuka to Tsukuba Science City, Ibaraki Prefecture
1988 NRIAE reorganized into NIRE under MAFF (the reorganized MAF)
2001 NIRE becomes an incorporated administrative agency
2006 NIRE reorganized under NARO

Mission

NIRE is a research institute of incorporated administrative agency gNational Agriculture and food Research Organization (NARO)h.
NIRE combines the social sciences and environmental sciences with agricultural engineering in its work on the kinds of research described below. Purposes include helping maintain and take full advantage of the multifunctionality of agriculture and rural areas, as well as the integrated enhancement of production and livelihood infrastructure and the development of rural areas so as to create beautiful and livable rural areas based on those multifunctionality.

y1z Research and development for inflection of local resources in the rural communities.
y2z Research and development for the rich environmental formation and take advantage of multifunctionality.
y3z Research and development for productivity improvement of the agriculture and sustained development.

NIRE collaborates closely with agriculture-related research institutions, as well as MAFF and the administrative departments of local governments, which are responsible for agricultural and rural development, and with local organizations working on land improvement district. Through this collaboration, NIRE fosters a broad spectrum of research from basic to applied, provides training to upgrade the proficiency of agricultural engineers, and conducts international exchange program and technical cooperation.
The Work of NIRE covers tests, research, studies, analyses, and appraisals concerning technologies relating to agricultural engineering, in addition to training programs, and other operations related to the above.

Main Research Themes

y1zResearch and development for inflection of local resources in the rural communities.

Development of the system maintenance technology for cyclic exploitation of organic nature resources. Development of the mitigation technology of disaster prevention of the institution for agriculture for maintenance technology, such as functional diagnosis and control of maintenance of a crop irrigation institution and updating technology, and a high throughput land base that can be used continuous, and local disaster prevention power strengthening etc., and damage. Development of the local management technique for the activation of a rural area through exchange of a city and a farm village.

y2zResearch and development for the rich environmental formation and take advantage of multifunctionality.

Development of the maintenance engin eering technology of a healthy water cycle system in a rural area. Development of formation and management engineering of the rich farm village environment which utilized local resources.

y3zResearch and development for productivity improvement of the agriculture and sustained development.

NIRE develops planning techniques for creating vibrant rural communities, ways to ensure interaction between rural and urban communities, and methods for evaluating the effectiveness of agricultural and rural development projects. Other topics for development includes processing technologies for reclaiming resources from wastes, such as the recycling and reuse of organic matter; technologies to determine the conditions for the formation of biotopes in ponds, water supply and drainage channels, rice paddies, and other places, and technologies for building hydrological facilities; and methods to evaluate the environment of rural communities for the purpose of improving livability.
